It would seem that for the first year since the war on drugs began, incarceration for drug use amongst blacks has declined 20%. Maybe this is because nearly 2 million are already locked up in privately run prisons, and maybe it coincides with the recession and a reduced line lof credit to these institutions from state governments. Just maybe...

The article noted that the use of Methamphetamine is what is driving the boost in drug offenses by whites, and not that they had simply exhausted their 'black' market and were moving on to new ones... The fact is though the amount of blacks going to prison is still several times higher then that of whites, (in spite of the fact they are only 15% of the population) this article is talking about a reduction, but of course is hoped to be taken literally...
