Hugo Chavez welcomes Russian warships in a show of strength that Russia is using to symbolize its growing influence in Latin America. It was first deployment of its kind since the cold war, and an obvious counteraction to the US plans for European missile shield. Chavez needs Russia to help build a nuclear reactor, and has purchased 4 billion in outdated Russian arms, as playing pieces move into position for WW3.
