By the end of the year, the U.S. Army will leave Iraq. But Iraq isn’t going to leave the U.S. Army.

American soldiers spent seven years patrolling the urban neighborhoods of Iraq; its troops battled insurgents there block-by-block and house-by-house. Now that the Army is getting out of Iraq, it wants to make sure its urban combat skills don’t wither away. So it today it gave Lockheed Martin a contract worth up to $287 million to build Urban Operations Training Systems — essentially, giant simulation facilities and modules to help soldiers get ready for life in the big, bad city.

Versions of those training systems can be as simple as shipping containers tricked out to resemble multi-story houses and arranged in village formations, so soldiers can practice how to seize a building without causing needless damage. The Army’s got an entire 1000-acre facility in Indiana it uses to train soldiers in urban combat.

The contract will include structures like those, which are known as Mobile Military Operations on Urban Terrain systems, or Mobile MOUTs. Lockheed says it’ll help soldiers drill on everything “from traditional war fighting tactics, to nation-building, to overseas contingency operations.” Overseas contingency operations is the new bureaucratic and budgetary term for what we used to call “wars.”


A statement from the company heralding the deal said that the new training systems were likely to include measures to simulate homemade bombs, an indicator that the Army doesn’t think the threat from the signature weapon of the Iraq and Afghanistan wars is likely to diminish. That in turn has implications for other stuff the Army wants to buy — especially the new Ground Combat Vehicle, the service’s next-generation transporter. The Army and the Marine Corps have faced criticism for buying so many armored Humvees and Mine-Resistant Ambush Protected vehicles, on the assumption that they’ll rot in the motor pool if troops don’t have to roll through terrain laced with homemade bombs in the future. That may not be a chance the Army wants to take.

Army's "Spiritual Fitness" Test Comes Under Fire
 

Test Was Designed by Psychologist Who Inspired CIA's Torture Program

An experimental, Army mental-health, fitness initiative designed by the same psychologist whose work heavily influenced the psychological aspects of the Bush administration's torture program is under fire by civil rights groups and hundreds of active-duty soldiers. They say it unconstitutionally requires enlistees to believe in God or a "higher power" in order to be deemed "spiritually fit" to serve in the Army.

Comprehensive Soldier Fitness (CSF) is a $125 million "holistic fitness program" unveiled in late 2009 and aimed at reducing the number of suicides and post-traumatic stress disorder (PTSD) cases, which have reached epidemic proportions over the past year due to multiple deployments to the wars in Iraq and Afghanistan and the substandard care soldiers have received when they return from combat. The Army states that it can accomplish its goal by teaching its service members how to be psychologically resilient and resist "catastrophizing" traumatic events. Defense Department documents obtained by Truthout state CSF is Army Chief of Staff George Casey's "third highest priority."

CSF is comprised of the Soldier Fitness Tracker and Global Assessment Tool, which measures soldiers' "resilience" in five core areas: emotional, physical, family, social and spiritual. Soldiers fill out an online survey made up of more than 100 questions, and if the results fall into a red area, they are required to participate in remedial courses in a classroom or online setting to strengthen their resilience in the disciplines in which they received low scores. The test is administered every two years. More than 800,000 Army soldiers have taken it thus far.

On December 22 both houses of the U.S. Congress unanimously passed a bill authorizing $725 billion for next year's Defense Department budget.



The bill, the National Defense Authorization Act for Fiscal Year 2011, was approved by all 100 senators as required and by a voice vote in the House.



The House had approved the bill, now sent to President Barack Obama to sign into law, five days earlier in a 341-48 roll call, but needed to vote on it again after the Senate altered it in the interim.



The proposed figure for the Pentagon's 2011 war chest includes, in addition to the base budget, $158.7 billion for what are now euphemistically referred to as overseas contingency operations: The military occupation of Iraq and the war in Afghanistan.



The $725 billion figure, although $17 billion more than the White House had requested, is not the final word on the subject, however, as supplements could be demanded as early as the beginning of next year, especially in regard to the Afghan war that will then be in its eleventh calendar year.



Even as it currently is, the amount is the highest in constant dollars (pegged at any given year's dollar and adjusted for inflation) since 1945, the final year of the Second World War. With recent U.S. census figures at 308 million, next year the Pentagon will spend $2,354 for every citizen of the country at the $725 billion price tag alone.



Last year's Pentagon budget, by way of comparison, was $680 billion, a base budget of $533.8 billion and the remainder for operations in Afghanistan and Iraq. In July of this year Congress approved the 2010 Supplemental Appropriations Act which contained an additional $37 billion for the wars in Afghanistan and Iraq.



Next year's defense authorization of $725 billion compares to, according to the Center for Defense Information, a Pentagon budget of $444.6 billion in 1946; $460.4 billion in 1968, the highest yearly amount during the Vietnam War; and $443.4 billion in 1988, the highest during the eight years of the Ronald Reagan administration's massive military buildup. (Numbers in 2004 constant dollars.) [1]

The Stockholm International Peace Research Institute estimates American military spending for 2009 to have accounted for 43 percent of the world total. Carl Conetta, co-director of the Project on Defense Alternatives, earlier this year estimated the 2010 U.S. defense budget to constitute 47 percent of total worldwide military expenditures and to amount to 19 percent of all American federal spending.

In addition, Pentagon spending has increased by 100 percent since 1998 and "the Obama budget plans to spend more on the Pentagon over eight years than any administration has since World War II." [2]
 
With 2.25 million full-time civilian and military personnel, excluding part-time National Guard and Reserve members, the Defense Department is the U.S.'s largest employer, outstripping Walmart with 1.4 million employees and the U.S Post Office with 599,000. [3]



"Add in what Homeland Security, Veterans Affairs, and the Energy departments spend on defense and total US military spending will reach $861 billion in fiscal 2011, exceeding that of all other nations combined," according to Todd Harrison, senior fellow for Defense Budget Studies at the Center for Strategic and Budgetary Assessments. In April Robert Higgs of The Independent Institute advocated that the budgets - in part or in whole - of the departments of Veterans Affairs, Homeland Security, Energy, State and Treasury and the National Aeronautics and Space Administration (NASA) should be calculated in the real military budget, which would in 2009 would have increased it to $901.5 billion.



"Adding [the] interest component to the previous all-agency total, the grand total comes to $1,027.8 billion, which is 61.5 percent greater than the Pentagon's outlays alone."

The above-cited Carl Conetta stated at the beginning of this year that the 2011 Pentagon budget will mark a milestone in that "the inflation-adjusted rise in spending since 1998 will probably exceed 100% in real terms by the end of the fiscal year.



"Taking the 2011 budget into account, the Defense Department has been given about $7.2 trillion since 1998, when the post-Cold War decline in defense spending ended. Approximately $2.5 trillion of this total is due to spending above the annual level set in 1998. This added amount constitutes the post-1998 spending surge."



Based on constant 2010 dollars, Conetta further details that the Ronald Reagan administration spent $4.1 trillion on the Defense Department, the Georgia W. Bush administration spent $4.65 trillion and "Barack Obama plans to spend more than $5 trillion."



He also compares the two previous largest post-World War Two surges in U.S. military spending to the current one:

From 1958-1968: 43 percent

From: 1975-1985 57 percent



In regards to which he said, "the 1998-2011 surge is as large as these two predecessors combined."

His calculations also include a growth in Pentagon contract employees of 40 percent since 1989, thereby freeing up uniformed service members for more direct combat roles.  

The U.S. share of global military spending grew from 28 percent during the Cold War to 41 percent by 2006 and that of NATO member states, including the U.S., from 49 percent to 70 percent in the same period.

US sending warships to Koreas

Much is being made of North Korea’s shelling of one of 30 disputed islands, Yeonpyeong, which houses a South Korean military base, well inside what should be a demilitarised zone between the two Koreas resulting in the deaths of two South Korean marines and two civilians. The borders were unilaterally drawn by the UN at the end of the 1950-53 war and the countries are still officially in a state of war. Rumours are that the incident is connected to the possible transition of power from North Korean leader Kim Jong Il to his son Kim Jong Un, or to North Korea’s recent announcement that it is proceeding with its nuclear programme.

The skirmish began Tuesday when North Korea warned the South to halt military drills at the base, after which Seoul began firing artillery directly into disputed waters within sight of the North Korean shore. The North retaliated by shelling the Yeonpyeong military installations. Seoul responded by unleashing its own barrage of howitzers and scrambling fighter jets over the North, killing far more North Koreans though the actual number is not yet know.

The words of condemnation -- of the North -- from UN Secretary-General Ban Ki-moon and US President Barack Obama for the “provocation” flowed, as expected. Obama used the occasion to reaffirmed plans to stage joint military exercises later this week in the Yellow Sea, the latest in its own provocations of both North Korea and China this year, following the sinking of a South Korean warship in an earlier joint US-South Korean military “exercise”. Accusations that North Korea torpedoed the Cheonan, killing 46 sailors, were undermined by evidence pointing to the US itself. Pyongyang denied responsibility.

Two recent news items emanating from the United States have begun to reverberate in Pakistan and give rise to speculation that growing American drone strikes and NATO helicopter attacks in that country may be the harbingers of far broader actions: Nothing less than the expansion of the West’s war in Afghanistan into Pakistan with the ultimate goal of seizing the nation’s nuclear weapons.

The News International, Pakistan’s largest English-language newspaper, published a report on October 13 based on excerpts from American journalist Bob Woodward’s recently released volume "Obama’s Wars" which stated that during a trilateral summit between the presidents of the U.S., Afghanistan and Pakistan on May 6 of 2009 Pakistani head of state Asif Ali Zardari accused Washington of being behind Taliban attacks inside his country with the intent to use them so "the US could invade and seize its nuclear weapons."

Gates (Delicately) Criticizes the All-Volunteer Military

To be very clear, Secretary of Defense Robert Gates is not at all calling for a draft. What he really wants is for more young people to join the military. But Gates’ speech today at Duke University still offered a rare senior-level view of the downsides of the military’s 35-year experiment with optional military service.

In Gates’ view, the all-volunteer force, an outgrowth of political anger over Vietnam and the draft, has been an “extraordinary” success in terms of military professionalism in one conflict after another. But that success has come “at significant cost” — namely, the lopsided burdens that emerge when fewer than 1 percent of Americans serve in uniform during a decade of war.

Some of those costs are material. The all-volunteer force is expensive: the military’s personnel costs have ballooned from $90 billion in 2001 to $170 billion today. Military health care costs rose $30 billion in that period. “There is no avoiding the challenge this government, indeed this country faces, to come up with an equitable and sustainable system of military pay and benefits that reflects the realities of this century,” Gates told the Duke audience. But he didn’t offer a solution, either, since no political figure wants to cut veteran benefits or troop salaries during wartime in the name of balancing a budget.


Then there are the greater “cultural, social” and human costs of the volunteer military. Putting only a narrow slice of the country into uniform — though not the overwhelmingly poor and uneducated enlistees that many feared would be the result of scrapping the draft — means repeated deployments in a time of protracted war. Those pressures lead to elevated rates of depression, substance and family abuse, “and, most tragically, a growing number of suicides,” Gates recognized. He might also have mentioned post-traumatic stress.

Culturally, Gates warned of a self-perpetuating cycle of civilian-military alienation. Fewer percentages of Americans are serving in uniform, but a big factor determining who serves is “growing up near people who served.” As military budgets shrink, that’s going to mean that the services concentrate themselves in enclaves like the south and mountain west, while large urban, wealthy and coastal populations increasingly grow distant from military life. “There is a risk over time,” Gates said, “of developing a cadre of military leaders that politically, culturally, and geographically have less and less in common with the people they have sworn to defend.”

Thus, the true non-militant fatality rate since 2004 according to our analysis is approximately 30 percent.

We have also constructed a map, based on the same reliable press accounts and publicly available maps, of the estimated location of each drone strike. Click each pin in the online version to see the details of a reported strike; the red border represents the extent of Pakistan's tribal regions in the northwest of the country. And while we are not professional cartographers, and Google Maps is at times incomplete or imperfect, this map gives our best approximations of the locations and details of each reported drone strike since 2004.

US state Israel to get 2 billion in military aid on top of 30 billion in other aid

Israeli government officials confirmed today that they will go ahead with plans to “buy” a number of F-35 stealth fighter jets from US military contractor Lockheed Martin. Reports suggest the deal will be worth $2.75 billion, making it one of the largest single arms purchases ever.


The high cost of the F-35s made the deal controversial among Israeli defense officials, which is perhaps surprising inasmuch as the Israeli government won’t actually be paying a dime for the warplanes.


Rather the entire cost will be covered by the US government in the form of military aid, meaning the US will be pasying Lockheed directly and delivering the warplnes to Israel for free.


The F-35′s enormous costs have made it hugely controversial in the US as well, though the question of giving Israel a number of the planes does not appear to have been questioned at all. The planes are expected to be delivered in 2015, assuming development goes according to plans.

Pakistan is being bombarded by high tech unmanned aerial vehicles controlled remotley by paid iTards ever more frequently, with the latest incident happening yesterday in which 14 people were killed (see story below) all of which we are lead to believe were evil and deserved death. Meanwhile reports indicate they are having a hard time getting much needed aid out to the Pakistani flood victims with this technology, as Haiti (only a stones throw from America) endures storm after storm in tents only having recieved 2-5% of the pledged aid 8 months after the tragedy. The video below does alot to make Drone attacks seem cool and even rebellious while warming us to all these aerial infringements. In the future while awaiting aid you wont be dogging bees (they will be extinct) you will be dodging missiles from drones like the one advertised in the video below...

At least 14 people have been killed in two suspected US drone attacks in Pakistan's tribal region, near the border with Afghanistan, officials said.

The attacks took place hours apart on Wednesday near Miran Shah, the main town in the North Waziristan region.

At least 10 people were killed in the first attack, when missiles struck a compound, which officials say was used to house fighters allied with the Taliban an al-Qaeda.

The house targeted by the drone reportedly belonged to members of the Haqqani network - a faction fighting alongside the Taliban against US-led forces in Afghanistan.

A second drone attack later targeted a vehicle carrying other suspected Haqqani members.

"A US drone fired two missiles, which struck a vehicle carrying militants, killing four rebels," a senior security official in the area told the AFP news agency. Another security official in the area confirmed the strike and casualties.

More than 1,000 people have been killed in air raids in the area since August 2008.

North Waziristan is known as a haven for Taliban and al-Qaeda fighters who enter Afghanistan.

Continued violence

On Tuesday, at least 20 people were killed and more than 56 injured in a car bomb attack targeting a police headquarters in Pakistan's northwestern garrison town of Kohat in Khyber-Pakhtunkhwa province. 

A number of houses collapsed from the force of the blast and rescuers sought to pull out survivors, but a senior Kohat administrative official said that most of the victims were women and children.

Yusuf Raza Gilani, Pakistan's prime minister, denounced the Kohat attack as a "heinous crime".
