The US office of Naval Research has conducted a report detailing why it is so imperative that the robots used in the military (expected to comprise 1/3rd of military force by 2015) are restricted by a universal code of conduct. Close calls in Iraq with SWORDS robots have prompted concern over the sci-fi charged issue of robots turning on their makers. Some dilemmas involve whether or not robots should have the capacity to self-destruct, their ability to discern targets, accuracy, and making decisions in general. The office of Naval Research has issued a grim warning should the technology get out of hand, and stated a very real concern about the likelihood of a classic hollywood style robots annihilate humans type scenario.
