Russia Embraces Offshore Arctic Drilling


MOSCOW — The Arctic Ocean is a forbidding place for oil drillers. But that is not stopping Russia from jumping in — or Western oil companies from eagerly following.

Russia, where onshore oil reserves are slowly dwindling, last month signedan Arctic exploration deal with the British petroleum giant BP, whoseoffshore drilling prospects in the United States were dimmed by the Gulf of Mexico disaster last year. Other Western oil companies, recognizing Moscow’s openness to new ocean drilling, are now having similar discussions with Russia.

New oil from Russia could prove vital to world supplies in coming decades, now that it has surpassed Saudi Arabia as the world’s biggest oil producer, and as long as global demand for oil continues to rise.

But as the offshore Russian efforts proceed, the oil companies will be venturing where other big countries ringing the Arctic Ocean — most notably the United States and Canada — have been wary of letting oil field development proceed, for both safety and environmental reasons.

After the BP accident in the gulf last year highlighted the consequences of a catastrophic ocean spill, American and Canadian regulators focused on the special challenges in theArctic. The ice pack and icebergs pose various threats to drilling rigs and crews. And if oil were spilled in the winter, cleanup would take place in the total darkness that engulfs the region during those months.

Last week, Royal Dutch Shell postponed plans for drilling off Alaska’s Arctic coast, as the company continued to face hurdles from wary Washington regulators.

The Russians, who control far more prospective drilling area in the Arctic Ocean than the United States and Canada combined, take a far different view.

As its Siberian oil fields mature, daily output in Russia, without new development, could be reduced by nearly a million barrels by the year 2035, according to the International Energy Agency. With its economy dependent on oil and gas, which make up about 60 percent of all exports, Russia sees little choice but to go offshore — using foreign partners to provide expertise and share the billions of dollars in development costs.

WASHINGTON, DC — Secretary of the Interior Ken Salazar has determined it is appropriate that deepwater oil and gas drilling resume, provided that operators certify compliance with all existing rules and requirements, including those that recently went into effect, and demonstrate the availability of adequate blowout containment resources. 

Secretary Salazar reached his decision after reviewing a report from Bureau of Ocean Energy Management, Regulation, and Enforcement (BOEM) Director Michael R. Bromwich and considering other information on the progress of offshore oil and gas safety reforms, the availability of spill response resources, and improved blowout containment capabilities.

“In light of the Deepwater Horizon oil spill, we must continue to take a cautious approach when it comes to deepwater drilling and remain aggressive in raising the bar for the oil and gas industry’s safety and environmental practices,” said Salazar. “We have more work to do in our reform agenda, but at this point we believe the strengthened safety measures we have implemented, along with improved spill response and blowout containment capabilities, have reduced risks to a point where operators who play by the rules and clear the higher bar can be allowed to resume. The oil and gas industry will be operating under tighter rules, stronger oversight, and in a regulatory environment that will remain dynamic as we continue to build on the reforms we have already implemented.”

“There has been significant progress over the last few months in enhancing the safety of future drilling operations, and in addressing some of the weaknesses in spill containment and oil spill response,” said Director Bromwich. “More needs to be done – and more will be done to continuously improve the safety of deepwater drilling and to bolster the ability of the government and industry to respond in the case of a major blowout. But we believe the risks of deepwater drilling have been reduced sufficiently to allow drilling under existing and new regulations.”


Secretary Salazar based his decision to lift the deepwater drilling suspensions on information gathered in recent months, including a report from Director Bromwich on October 1, that shows significant progress in reforms to drilling and workplace safety regulations and standards, increased availability of oil spill response resources since the Macondo well was contained on July 15 and killed on September 19, and improved blowout containment capabilities. Director Bromwich prepared his October 1 report and recommendations based on extensive public outreach and information gathering, including the eight public forums he held around the country to assess safety, spill response, and blowout containment issues.

In his decision today, Secretary Salazar directs BOEM to require the following before approving drilling in deepwater that would have been subject to suspension under his July 12 Decision Memorandum:


Pursuant to applicable regulations, each operator must demonstrate that it has enforceable obligations that ensure that containment resources are available promptly in the event of a deepwater blowout, regardless of the company or operator involved. The Department of the Interior has a process underway regarding the establishment of a mechanism relating to the availability of blowout containment resources, and Secretary Salazar said he expects that this mechanism will be implemented in the near future.

Where has all the oil gone? (LOL!!!)

Human- quick notes August 6thNote the way the reporter in the following local news piece routinely conflates her own assumptions with the findings of the professor she is "interviewing", note how they put words in his mouth and set the whole piece up in such a way that advocates the view that -most of the oil has miraculously disappeared!!! Beginning and concluding with a reminder that all the oil has been cleaned up just so you think thats what the professor in the video is saying, however he says no such thing. Also note the order in which she lists off the reasons why the oil has "vanished" near the end. Shes says in this order: That some of it has been 1) collected, 2) burned, 3) "broken" up by chemicals, and 4) evaporated. The idea here is simply, in psychology it is a commonly known fact that people typically only remember the first and last part of what is said, and that bullshit is frequently lumped in the middle, collected and evaporated are nice euphemisms to sandwich some bullshit into. She doesn't indicate the proportions of how this oil 'diffused', for example was 90% of it simply watered down with corexit? Likely. COnsidering they were spraying it directly ON THE LEAK since 2 months ago, as seen explicitly on fadsmashers.com. My own conclusion is a tentative one based on my own research, but it seems that BP likely sprayed way more of the shit then they are claiming, which has caused the oil to diffuse out of sight, whether in the depths or simply dispersed with the ocean currents. Granted this whole thing could be an overplayed hyperbolic mindfuck as I have expressed in a post entitled "Is the oil leak being exaggerated" indeed, however I am not convinced this thing is over. Like Swine flu, I believe this to be a mere trial run of sorts, perhaps preparing us for an even more devastating scenario. I am still trying to figure Matt Simmons? Whatever happened to that story???
Notice how in the following video when the reporter visits a region he visited 2 months prior (in what is being called the peak of the spillage (!) he claims to be amazed that no oil has been found. OK thats great, out of sight of of mind. Yet one can't help take note of the fact that the region of marsh he is standing in is entirely dead!!! Likely because they hosed it down with corexit, thats all it would take. Ignore the title of this video, unless you take the perspective that this is all a big overplayed hoax, a thought worth entertaining, quite dangerous to boot, I just wanted to point out that everything being 'dead' is apparently much better then what the media expected?!!!?

CARACAS, June 23 (Reuters) - Venezuela will nationalize a fleet of oil rigs belonging to U.S. company Helmerich and Payne (HP.N), the latest takeover in a push to socialism as President Hugo Chavez struggles with lower oil output and a recession.

A former soldier inspired by Cuba's Fidel Castro, Chavez has made energy nationalization the linchpin in his 'revolution'. He has also taken over assets in telecommunications, power, steel and banking.

The 11 drilling rigs have been idled for months following a dispute over pending payments by the OPEC member's state oil company PDVSA. Oil Minister Rafael Ramirez said on Wednesday the rigs, the Oklahoma-based company's entire Venezuelan fleet, were being nationalized to bring them back into production.

Ramirez said companies that refused to put their rigs into production were part of a plan to weaken Chavez's government,

"There is a group of drill owners that has refused to discuss tariffs and services with PDVSA and have preferred to keep this equipment stored for a year," Ramirez told reporters in the oil producing state of Zulia. "That is the specific case with U.S. multinational Helmerich and Payne."

The company was not immediately available for comment.

Chavez, who faces legislative elections in September, often pushes ahead with radical plans during election campaigns.

The 55-year-old leader is having a hard time in his 11th year in power. Venezuela's economy is the worst performing in Latin America this year, a problem exacerbated by a drop in oil output since 2008, power outages and soaring inflation.

If Keith Doberman is calling it doomsday then its marketing, so its OK we are actually all good. Not our standard of living (dieing) however!! Luckily the majority doesn't give a rip. So phenomenologically speaking were all good. NOTE: Approx 200,000 to 750,000 barrels are released into the gulf naturally every year, (I have no idea how they could know such a thing...anyways thats the stat I have heard). Seriously look at these TheirTube titles "RED ALERT" exclamations a plenty, EXCITE EXCITE EXCITE!!!. We (me too) only listen to the lying media when they say we are all gonna die, if Kevin Cost-ner doesn't come through in a couple years then yeah were pretty fucked up the shoot. So hold on while looking good for your imagined audiences, I want to see more of those incomprehensible bullshit award winning tweets, animated GIFs of shoplifting birds, I want to see unfounded optimism, self-deception and smiling farces, virtual family farms, I want you to like more shit you hate, I want to see implicit fuck you responses to this preachy bullshit, I want to see more 'fuck it' damn it, more half ass ass, front end low class mass-turbation.
